Nationals candidate Sonia Smith's cards show no mention of the National Party and do not provide any guidance for voters on what order they should place other candidates.
This flies in the face of National Party rules, going back on an agreement to preference Liberal Party candidates number two on the ballot, and could damage any chance for local Liberal candidate Ben Taylor.
The Courier understands the Victorian Electoral Commission has approved the cards, meaning they will be handed out on election day.
The change in how-to-vote cards comes after Ms Smith publicly aired concerns she had that Mr Taylor would try to roll back abortion laws if elected.
Despite being asked multiple times, Mr Taylor has not been clear on his views on the issue.
