Emergency services were called to the Grevillea Road address about 2pm after a blue Ford sedan smashed through a fence and into the front of the house.
The male driver, aged 19, is assisting police with their inquiries.
Country Fire Authority Wendouree lieutenant Rob Hurley said nobody was in the house at the time of the crash.
"We are thankful no one was home. They were very, very lucky in the end," he said.
Ballarat City and Wendouree fire crews made sure fuel was not leaking from the car following the crash.
State Emergency Service was also called to remove the car from the house.
Ballarat Police Sergeant Ian Gibson said the front of the house was extensively damaged.
"It appears the front room was the lounge room," Sergeant Gibson said.
"It would be extremely unlucky if someone was sitting watching TV at the time."
Ballarat Police is investigating the incident.
