The metro service will be built in Victoria, with the state government issuing a mandate that 50 per cent of construction has to take place locally.
It is understood that Alstom Transport, a train maker with a manufacturing plant in Ballarat, will bid for construction and is a strong chance to win.
Companies will be required to demonstrate a boost to local employment, training and investment through the delivery of new trains for Melbourne.
The state government’s $1.3 billion investment in 37 high-capacity trains is the largest investment in new rolling stock in Victorian history.
The trains will run on the Cranbourne-Pakenham line - Melbourne’s busiest.
“The proposed new generation of trains represents a major opportunity for further investment and expansion of the rail manufacturing in Victoria,” Alstom Transport Australia and New Zealand’s Bernard Joyce said.
