Ballarat councillors will consider a proposal to end the trial on Wednesday night after two of the biggest local caravan parks said it was affecting their numbers earlier this year.
Earlier this year, park operators said site nights were down 120 in December 2014 compared with the previous year, with a further drop of 212 nights in January.
In February, one of the parks was down 58 site nights.
They also claim there was a reduction of 246 site nights in April.
The caravan parks, which include Big 4 Ballarat, also put forward evidence of the Wendouree site’s alleged misuse outlining there had been a number of site breaches of the operating conditions.
They also provided photographic evidence of small campervans, caravans, roof-top campers, tents, mini buses, four-wheel-drives, cars and people with swags using the park.
A council report outlined City of Ballarat officers investigated the claims made by owners and found there were a number of incidents where stays at Pioneer Park have exceeded the two day maximum.
The operators claimed about 53 per cent of overnight users were “non-compliant” with the water requirements.
But Campervan and Motorhome Club of Australia Grant Tillett said there had been “concentrated campaign” to prevent the trail from the start.
He said claims of the site’s misuse were “not sustainable when tested.”
“There has been a minimal reduction of their numbers to caravan parks but not anywhere near the percentage the caravan park owners are claiming,” Mr Tillett said. He estimated almost 2000 people used the park during the trial.
“Those people simply won’t return to Ballarat,” he said.

Councillors will vote on the fate of the Pioneer Park trial at a council meeting Wednesday evening.
