The 50-year-old was last seen at her home on Lexton Street on Wednesday at about 12pm.
Police and Elsie’s family have concerns for her welfare as she has a medical condition.
She may be driving a 1989 two-door Honda Civic with Victorian registration DSH 711.
Anyone with information about her whereabouts is urged to contact Ballarat Police Station on 5336 6000.
