The Bears comfortably accounted for City Oval by 13 shots at the Ballarat Bowling Club on a rain interrupted Monday.
A convincing 27-17 victory in one rink clinched the grand final.
Central Wendouree appeared to have the encounter well in hand when it led 68-50 with eight ends remaining across the three rinks.
However, City Oval chipped away to be within 11 with four to play, but the margin proved too much.
Central Wendouree will now go on to represent the BDBD in the group finals at Maryborough Highlands on Sunday.
Ballarat Memorial Sports took out the division two premiership by one shot over Mt Xavier at Sebastopol in one of two thrillers for the day.
In another tight one, Midlands clinched a five-shot win over Sebastopol in division four, with thew match going down to the last bowl after they were locked on 63-all with one end to play.
