They replace Darley’s Dan Roy and Lake Wendouree onballer Nick Peters.
BFL operations manager Scott Carey said Roy had withdrawn owing to family commitments, while Peter was still feeling the effects of sore ribs suffered when he hit a fence during a match two rounds ago.
Hutchinson has been in fine form for the Swans, while Bell has also started the season on a high as a leading key forward for the Lions.
Bell is Redan’s leading goalkicker with seven after three games.
Hutchinson and Bell joined squad training at Wendouree on Thursday night as coach Shaun O’Loughlin put on the final polish before the AFL Victoria Community Championship battle at the Queen Elizabeth Oval.
Ballarat goes into the game ranked ninth after losing to Western Region by three points last year, while Bendigo is 10th.
With the loss of Roy, Ballarat has six new players to the competition in its line-up: Scott Sherlock (Bacchus Marsh), Chris Graham (Darley), Nick Kommer (Melton South), Dean Heta (Bacchus Marsh), Brian Graham (Darley) and Will Young (North Ballarat City).
Jarrah Maksymow, Shane Page, Grant Bell, Braedan Kight, Jack Walker, Ryan Luke, Liam Hoy, Callum Currie, Adam Short and Shane Hutchinson are other additions to last year’s BFL representative side.
