Infection management processes have been put in place to contain the patients and the outbreak at the general ward, the spokesperson said on Monday.
The ward had not been locked down as of Monday afternoon.
It is not known when the cases were first diagnosed.
The last major outbreak at the hospital of gastroenteritis was in 2013, putting two wards in lock down. The virus affected 10 patients and six staff who were isolated in a separate ward for monitoring.
Wards at Ballarat Base Hospital and the Queen Elizabeth Centre were closed off and the hospital operated at a reduced capacity to stem the outbreak.
