Power has now been restored to all houses in Ballarat.
UPDATE, 9PM
Ballarat police have asked drivers to remain cautious on the roads as a city-wide blackout has affected traffic lights.
It is expected to last until at least 11pm.
Residents reported two bright flashes of light across the city before lights flickered on and off.
Sergeant Lee Kendrick said police were doing what they could to attend intersections where traffic lights were affected.
”Some lights are still working but a lot of them are out and VicRoads will be notified,” he said.
“Drive safely, drive to conditions and make sure you travel safe.”
Motorists and pedestrians should also be cautions of fallen trees and branches on the road.
It is not yet clear what has caused he blackout.
EARLIER
More than 4000 people have been left without power after a blackout hit most of Ballarat.
Powercor’s website showed there were blackouts to central business district, Redan, Lucas, Brown Hill and Lake Wendouree.
It also said the blackout would likely be fixed by 9pm.
Most of Wendouree and Buninyong escaped the power outage.
The blackout area has covered a large section of the Central Highlands from Avoca in the north to Rokewood in the south.
