Police allege the 16-year-old broke into the home on a big block along Pindari Drive just after 7am, stealing two purses, a mobile phone and a camera.
But as he was rummaging through the house an occupant of the home, a man in his 60s, confronted him.
"A struggle took place," Victoria Police spokeswoman Creina O'Grady said.
"During the altercation, the burglar allegedly produced a box cutter and threatened the man."
The boy then allegedly snatched the man's car keys and was heading to a vehicle before police suddenly arrived.
Officers quickly arrested the 16-year-old, who is from Mount Helen.
Ms O'Grady said he was being interviewed by Ballarat detectives at a police station and was expected to be charged.
