His commitment for a second year comes a week after the appointment of Nathan Cooper-Brown as new head coach.
Hooley, who hails from South Australia, averaged 20.6 points and 4.5 assists to earn selection in the SEABL all-star five.
He will play with Melbourne United in what will be his debut NBL season.
Basketball Ballarat senior elite teams Miners chairman Simon Walshe said having the captain as the first to sign reinforced that the team was heading in the right direction.
Hooley said he had been unsure what to expect with the Miners after a disappointing experience in England.
He said Ballarat helped him refind enjoyment in the game.
