Ballarat City Fire Station senior officer David Mounier said crews were called in to battle the blaze along Alexandra Street about 10:50am.
"The first crew forced entry at the back of the house and a second crew through the front, but they were unable to push further," he said.
"There's significant damage to the property, the fire was driven by a stiff breeze."
Neighbours said they saw massive flames and a big black plume of smoke billowing from the property along the quiet residential street.
The shocked occupants of the house, a man and a woman, were not at home when the fire started.
They arrived on scene and were speaking to police.
An investigation will be launched into the cause of the blaze.
The garage of a house next door was also damaged.
Nobody was injured.
More to come.
