He finished clear of his brother Nick, who comfortably took out a sprint for second, with Will Geor rounding out the top three.
Nick White attacked in the first minute and went solo for almost 50km – at one stage leading by 2:30.
There were a few unsuccessful attempts to bridge the gap.
Liam White, Shane Nankervis, Simon Ward, Will Goer and Tim Canny all tried before the leaders all came together.
It was then not until the start of the final lap when attacks started to stretch the field.
Nick Locandro took off first and was soon joined by Tim Canny, but this break was short-lived.
This was followed by a few more attacks before Liam White timed his counter attack perfectly and opened up what would be a winning break.
With about 3km to go, Nick White had one last go at bridging across and perhaps stealing the championship. However, the distance was too great and he was caught with 900m to go.
Shane Hayes timed his final sprint to win B grade over Jason Birch, with Travis Baker third. David Hearn won C grade ahead of Matt Dickinson and Paul Pickersgill.
