Anthony Slater, 26, appeared on Thursday morning in the Ballarat Magistrates Court charged over the incident in Delacombe.
Police allege officers went to arrest Slater over previous offences before he rammed the police car and armed himself with a wheel brace outside a Dalwood Court home about 7pm on Wednesday.
Officers used capsicum spray and he was eventually apprehended.
Slater sat in the dock the following morning with a bruised and swollen face.
The court was told he was suffering from potential facial and wrist fractures and serious back injuries.
Slater had not seen a doctor, needed urgent medical attention and was withdrawing from a drug of dependence, the court was told.
He made no application for bail and was remanded in custody to appear again in May.
