Officers first received reports of a car being driven erratically in the Bacchus Marsh suburb of Darley just after midnight.
Police attempted to intercept the vehicle before it allegedly reversed, losing traction on the road surface before accelerating towards Bald Hill.
However, police decided not to pursue the vehicle due to safety reasons and a helicopter was called in.
The teenager eventually parked in a driveway, where he surrendered himself to officers.
The 17-year-old has been charged with serious offences including reckless conduct endangering life.
