Toby Biggs completed a court-imposed community corrections order, which included a ban on drinking alcohol, in August 2017.
Three months later on November 7, Biggs was drunk at a Ballarat CBD pub when he intervened in a fight between his brother and uncle.
The fight, which started about 7.10pm, spilled outside the venue and onto the footpath.
Police arrived to find Biggs' face covered in dried blood, staggering on his feet and slurring his words.
After initially co-operating with police officers, Biggs started to walk away from them yelling offensive words to his brother.
The brick layer then threw a water bottle which hit a police officer in the back of the head.
Biggs pleaded guilty to two charges relating to the incident at the Ballarat Magistrates Court on Thursday.
Defence lawyer David Tamanika said his client was at the licenced venue for a normal afternoon when the altercation with his family members occurred.
He said Biggs had drunk too much alcohol and police officers first saw him when they arrived, with the most blood on his face.
The court was told Biggs had a relevant prior offence from 2016 when he became involved in an altercation with a group of taxi drivers while he was walking home one night.
Magistrate Andrew McKenna said his offending did not look good, given he had not long finished the CCO with an alcohol inclusion order.
"It doesn't look great. He is big and it's a problem," Mr McKenna said.
He convicted and fined Biggs $1000 and ordered him to pay $122.30 in court costs.
