Police said a car travelling north on Stawell Street struck the male cyclist who was travelling west on Humffray Street about 8.30am.
The cyclist, a 17-year-old boy, suffered leg injuries and was taken by road ambulance to Ballarat Base Hospital.
An investigation will be launched into the crash and it remains unclear if the driver was at fault, police said.
The driver of the car, a woman in her 40s, stopped at the scene and was assisting police with their inquiries.
Police urged road users to be aware of their surroundings.
“Be vigilant in low light,” officers said.
It comes just one day after another cyclist was hit by a car on Webster Street.
