Witnesses have told The Courier a man driving a dark Commodore was spotted fleeing the scene near the Minderdome on foot about 3.20pm, leaving a woman and three young children in the damaged car.
It is believed he ran off down Grevillea Road towards Wendouree.
Police are talking with the woman left in the car.
Police confirmed the car had been pursued by police earlier in the day.
Both the Commodore he was driving and the Toyota Yaris he crashed into suffered extensive damage.
A witness at the scene told The Courier the Commodore tried to overtake while heading southbound along Dowling Street, crashing into the side of the oncoming Toyota as it tried to turn into the Minerdome carpark.
Another car also became involved in the incident.
Police, paramedics and the CFA were all on scene and one lane of Dowling Street was closed to traffic.
One person has been taken to Ballarat Base Hospital, according to an Ambulance Victoria spokesperson.
