It’s believed the man was driving a Holden Commodore when he smashed into a female P-plater’s Toyota Yaris on Dowling Street outside the Minerdome in Wendouree on Friday afternoon.
Witnesses said the man ran down the street after the collision, leaving three young children and the woman inside the Commodore.
A Victoria Police spokeswoman said officers arrested the woman over the theft of a car.
However, police were yet to speak with the man as of Sunday afternoon.
An investigation remains ongoing.
