Police allege Christopher Kelly had a blood alcohol reading of 0.052 when he drove his white ute carelessly on Boxing Day last year and crashed into a fence.

The 22-year-old allegedly fled the crash scene and did not report the accident to police.

At the Ballarat Magistrates Court on Thursday, Kelly pleaded guilty to careless driving, drink-driving, failing to stop after an accident and failing to report an accident to police.

But he withdrew his guilty plea after magistrate Gregory Robinson said his offending warranted a jail sentence.

"I see him as a serious threat to the community," Mr Robinson said.

Defence lawyer Amanda Hurst said she needed to prepare more material for the next hearing.

She said she was unaware her client had more driving convictions.

The court was told Kelly was sentenced to a Community Corrections Order on April 6 for similar driving offences which occurred on November, 22, 2017.

A month later on December 26, Kelly was allegedly driving along Mount Clear's Olympic Avenue when he accelerated and lost contact of his ute.

The sentence handed down in April did not include the alleged offending in December.

Police prosecutor Leading Senior Constable Lisa Schoemaker said Kelly hit a kerb, crossed onto the wrong side of the road and crashed into a fence causing $1434 damage.

She said Kelly then took off at a fast speed.

Police later allegedly found Kelly's damaged ute parked at his address.

He was taken to the Ballarat Police Station where a breath test allegedly showed an reading of 0.052.

Ms Hurst said Kelly experienced a significant language and learning disability, which affected his ability to report the crash to police.

She said he lost his job as a second-year tiling apprentice because he lost his driver's licence after the crash.

Kelly's case was adjourned to July where it will be heard by magistrate Ron Saines, who sentenced him to the CCO in April.
