The fine comes for “bring the game into disrepute”, while club president Ray Newton has been banned from holding an official role with the club for the rest of the season.
In total, six recommendations have been put forward from the independent investigation.

Meanwhile, the investigation into an incident that took place between a Melton South Coach and under-18.5s player is still ongoing and will conclude in due course.
WEDNESDAY: Darley Football Netball Club will incur a fine as part of the outcome of an investigation into an on-field melee after a senior football match at Darley Park on June 30.
However, the amount and conditions of the fine were still to be made public as of the end of business hours on Wednesday.
Ballarat Football League operations manager Shane Anwyl told The Courier in a briefing on the investigation outcome on Wednesday morning that the BFL board had imposed a fine, but details of this penalty and other elements of the findings would not be revealed until after Darley was fully informed.
The BFL had hoped this would occur in time to allow a public statement to made late Wednesday afternoon.
Darley, in an update for members on its Facebook page early Wednesday afternoon, stated that it was waiting to learn what sanctions the BFL board would be handing down to the club. The club was expected to receive the details on Wednesday.
Anwyl said in addition to bans imposed by Darley on three spectators (all non-Darley club members), the BFL board would also be handing down life bans on four individuals (also not Darley club members).
He said the club would also have to undertake an education program with supporters.
The altercation occurred just minutes after a Darley win over North Ballarat City.
Darley confirmed in a formal statement released the day after game that it accepted full responsibility for the incident, which did not involve anyone from North Ballarat City. Darley issued an apology to its members, partners and the wider BFNL community.
The Devils play Bacchus Marsh at Darley on Saturday.
