The group will put forward its case on August 17 at a Victorian Civil Administrative Tribunal practice hearing.
Last month, the group was blindsided after claiming it had not been informed of a hearing just days after it had put forward its application.
Save Civic Hall secretary Merle Hathaway said it was strange that at the time the media had been informed about the hearing before the group.
“Everyone we spoke to was shocked at what had occurred last time. It was almost unheard of for a hearing to be so soon afterwards,” she said.
“SCH sees the main issue as a land grab by the state government, which has effectively claimed crown land adjacent to the Civic Hall.
“The lower hall is the most useful area of the Civic Hall complex for community groups, because of its smaller size and near-perfect accoustics.”
