It is understood three cars have collided near the corner of Wattle Avenue and Norman Street.
At least one lane has been closed on Norman Street while crews look to clean up the crash site.
An Ambulance Victoria spokesperson said there were two patients who were being transported to Ballarat Base Hospital with minor injuries.
“A woman in her 30s is being taken by road ambulance to Ballarat Base Hospital with a head injury and suffering some shock. She is in a stable condition with non-life threatening injuries.
“A second patient, a woman in her 20s is being taken to Ballarat base with a slight head injury.”
Earlier, a man in his 60s was also taken to Ballarat Base Hospital with a head injury after a two car crash in Errard Street South at 2.50pm.
