A Powercor spokeswoman told The Courier that the company has restored power to the majority of affected customers.
Around 350 houses and businesses in Ballarat Central remain without power, with service now expected to be restored by 9.30pm.
A VicRoads spokeswoman said the traffic lights along Sturt Street and on the corner of Doveton and Eyre streets had been fixed.
The outage was caused by a power line down in Drummond Street, with Powercor crews still working at the scene.

A power outage in the centre of Ballarat has caused at least three sets of traffic lights to go out right on peak hour, as thousands of residents go without power.
More than 1,400 houses and businesses in Ballarat Central, Lake Wendouree and Newington have been affected by the outage, which Powercor is now investigating.
Intersections at Sturt and Pleasant streets, Sturt and Ripon streets and Doveton and Eyre streets are without functioning traffic lights. Police are on scene directing traffic at Pleasant Street.
The outage has been traced back to a fault in Drummond Street in Ballarat Central. It is believed the outage was caused by a faulty wire.
According to the Powercor website, service is expected to return by 8pm this evening.
