Major upgrade works, including the installation of traffic signals, are proposed for the street.
City of Ballarat director infrastructure and environment Terry Demeo said potholes would be filled in the meantime.
Traffic on Nolan Street has increased in recent months with construction at the Ballarat Railway Station precinct underway.
This new traffic follows an increase in the number of buses on the road, after bus timetables were changed last year.
City of Ballarat director infrastructure and environment Terry Demeo said while Nolan Street was in ‘less-than-ideal condition’, major works have been proposed.

“There are major works proposed for Nolan Street, which will include a new road into the station precinct with traffic signals,” he said.
“The City of Ballarat is working with the state government on this upgrade after successfully advocating for a signalised intersection at this location.
“This project will also see major road surface upgrades in the area.”
Nolan Street will be one of the key access points to the Ballarat Station Precinct once the new bus interchange is installed.
It is planned that buses will enter and exit the precinct from Nolan Street via Scott Parade.
Commuters using the 405 space car park, hotel patrons, visitors to the convention centre and residents will also use the street.
Construction of the bus interchange is expected to begin this year subject to heritage approvals, according to VicTrack.
It is expected the interchange will take about four to six months to complete.
Work at Nolan Street will be timed to ensure the upgrades are not impacted by current at the station precinct, according to Mr Demeo.
“The site is being monitored in the meantime, and potholes will be filled when required,” he said.
“We’re also exploring further long-term options for the Havelock and Ligar Street intersections on Nolan Street.”
The City of Ballarat 2014 Ballarat Station Master Plan stated upgrades would need to occur along Nolan Street to cope with the additional traffic load.
Preliminary site investigations were undertaken by traffic engineering consultants in 2016.
