The male driver of the car is in his mid to late 30s.
He said the driver of the car was uninjured and stopped to assist police with their enquiries.
Police believe the motorcyclist died due to impact but are continuing to investigate.
“We’re processing the scene, ascertaining the speed of the vehicles, collision impact, sight and collecting witness statements from those who saw or heard the collision,” Sergeant Barber said.
About five police units attended the scene along with ambulance. Paramedics had tried to resuscitate the male rider.
Neighbours, who heard the sound of the collision, came outside to provide assistance but said it was too late.
They gathered on the nature strip near the intersection of Elsworth and Flockhart Streets in shock.
A resident, who did not wish to be named, lived only metres away from the crash site.
She said she was rocked by another death in the neighbourhood in less than a week.
“I’m feeling spooked bad,” she said. “I heard a bang and I’ve come out and he’s on the road.
“He has just come up on the wrong side of the road. People went over there… but he was gone instantly. It is just way too close to home.”
Another neighbour said the setting sun could often be blinding when cars came around the corner on that part of the road.
UPDATE, 6.20pm: Police believe the male rider, who is yet to be formally identified, was riding east along Elsworth Street West on the wrong side of the road when it hit the car head-on about 4.10pm.
Despite paramedics’ best efforts, the male rider died at the scene. The male driver of the car, who was not injured, stopped to assist.
Road closures are in place in both directions of Elsworth Street West.

EARLIER: Emergency services are attending a fatal road collision in Mt Pleasant.
A motorcyclist has died after the crash on Elsworth Street shortly after 4pm on Thursday.
Early reports indicate the motorcyclist collided with a car. Elsworth Street is a divided road at the section where the crash took place.
The condition of the driver is not yet known.
The scene is less than 100 metres from the site of a major crime scene where a woman was found dead on the corner of Kenworthy Place last Friday.
Scott Cameron, 35, has since appeared in the Ballarat Magistrates court charged with the murder of Mount Pleasant mum Dannyll Goodsell and was remanded in custody.
