The fire near Pentland Hills in the Ballarat-bound lanes was reported at 6.09pm, with three tanker units responding to the incident.
VicTraffic maps are currently showing significant delays between the on-ramp at Bacchus Marsh Road and the off-ramp near Mortons Road.
Emergency services have stated the fire is under control.
