Liberal candidate Louise Staley is set to be returned to office in the seat of Ripon by just 15 votes.
The Victorian Electoral Commission completed a recount in the ultra-marginal seat, which takes in Miners Rest, Lucas, Creswick, Ararat, Maryborough and Stawell, declared Ms Staley the successful candidate late Saturday.
Before the state election on November 24, Ms Staley held the regional seat by just 0.8 per cent.
The leaderboard between Ms Staley and Labor candidate Sarah De Santis has see-sawed over the past 14 days as the vote count has continued.
“The Ripon District recount preference distribution is now complete, with the Liberal candidate, Louise Staley, successful by 15 votes,” the VEC posted on Twitter.
Electoral commissioner Warwick Gately said all ballot papers for Ripon had been examined at least three times.
Ms Staley won the seat from Labor in the 2014 election.
Winning Ripon, the final lower house seat to be counted, means the Liberal Party will have four seats held by women in the lower house.
The official declaration of the seat will take place on Monday.
An anxious wait continues for scores of minor party candidates who might secure a spot in Victoria's upper house, pending the distribution of preferences next week.
While the final make up of the Legislative Assembly has been confirmed with a clear Labor majority, the outcome for the house-of-review remains unknown.
Labor is predicted to secure nearly half of the 40-seat chamber, with 18 spots and the opposition Liberal-National coalition is on track to get 10.
That leaves places for 10 minor and micro parties, including the Greens who might be down to just one MP - leader Samantha Ratnam - from their previous five.
Preferences are due to be calculated on Tuesday.
The 59th parliament will sit for the first time on Wednesday December 19. Parliament will then be in recess until February.
Labor claimed 56 lower house seats in a landslide win at the November 24 election.
