Jessy-Lee Loughnane was remanded in custody after he did not apply for bail at the Ballarat Magistrates Court on Thursday.
The teenager has been charged with two offences over the alleged incident on January 28 at 2pm.
Charge sheets obtained by The Courier states the accused stole the victim’s silver-coloured Hyandai hatch, worth about $20,0000 on January 28.
“The accused at Ballarat did without lawful excuse recklessly engage in conduct, driving a stolen motor vehicle while dragging the victim along the road, that placed persons in danger of death,” the charge sheet reads.
Defence lawyer Manny Brennan told the court his client would be vulnerable in custody because of his young age and he was withdrawing from drug use.
He said it was Loughnane‘s second time in police custody and applied for an adjournment.
Magistrate Steven Raleigh agreed to adjourn the case and remanded Loughnane in custody until next week.
Wearing a Celtics jersey and black shorts, Loughnane made an offensive remark as he was led from the dock into custody.
An extra custody officer accompanied him in the dock during the brief mention hearing.
Loughnane faces a further 32 charges relating to other incidents stretching from October to January, including car theft.
