A 16-year-old boy, who The Courier cannot identify, appeared in a Children's Court on Thursday, while 20-year-old Connor Wollard fronted the Ballarat Magistrates Court.
The pair have been charged with various offences, including car theft, armed robbery and petrol theft in relation to two separate incidents on February 18 and 20.
Police allege the Midland Highway service station was targeted at 6.45am on February 20.
A customer told The Courier on Wednesday he was lining up to refuel his vehicle and buy a sausage roll when he saw a man being chased out of the shop.
He said he eventually got the alleged offender's car keys 300 metres from the service station, before they fled on foot.
A police spokesperson said on Wednesday a male entered the store to produce a knife and demanded the attendant hand over cigarettes.
"The attendant did not hand over any cigarettes and the man ran back to the waiting vehicle," the spokesperson said.
"Passers-by and the attendant followed him to the vehicle and all three people abandoned the car and fled into nearby bushland.
"No one was injured during the incident. The investigation remains ongoing."
The boy's defence lawyer told the court he was young and vulnerable, was in custody for the first time and withdrawing from the drug ice.
He made no application for bail and was remanded to appear in a Children's Court in March.
Wollard made no application for bail and was remanded to appear at the Ballarat Magistrates Court at later date.
