He joins his brother Nathan, who is also making the switch from North City, at Central Highlands league club Hepburn.
While Nathan Dunstan was cleared at the end of last year, Sam only officially became a Hepburn player on Tuesday.
The brothers looked for other options after being dropped by North City for a first semi-final encounter with Darley last year.
Originally from Donald and a former North Ballarat Rebels player Sam Dunstan, joined North Ballarat last season after playing with Shepparton in the Goulburn Valley league.
He predominantly played as a tall forward, but also had time in defence and on the ball.
The Dunstans will provide Hepburn with twin towers, with Nathan likely to play as a traditional tap ruckman.
The brothers are not the only new faces at Hepburn.
Julian Lockwood, Tommy Horne and Jack Fowler are among the other key signings.
Lockwood is another tall ruckman/forward.
He has made the move from Leongatha following a Gippsland league premiership last season.
Lockwood also has a long history playing in the Northern Territory in the NEAFL.
Both Horne and Fowler arrive from Loddon Valley league club Newbridge.
Horne is set to boost the Burras' midfield options, while Fowler is described as a defender that can play both tall and small.
Each was part of Newbridge's 2018 flag.
MELTON South keeps strengthening its links with VFL side Port Melbourne.
Former St Kilda player Eli Templeton is seeking to make the Panthers his home club while remaining with the Borough.
Templeton has lodged a clearance to switch his ties from North Heidelberg in the Northern league to Melton South.
The Saints picked him up from the Burnie Dockers in Tasmania in the 2013 rookie draft.
He played 14 games in three years at St Kilda and has been with Port Melbourne for two seasons.
Melton South has also aligned with Jordan Lisle, Shannen Lange and Anthony Anastasio from Port Melbourne in the off-season.
The Panthers have also retained Dytlan Conway, who is on Port Melbourne's list, for a second year.
Conway kicked 20 goals in four appearances for Panthers last season.
