Police executed a search warrant at a High Street property on Thursday afternoon in relation to the incident.
They allege a 20-year-old man was assaulted in Ararat on 8 April and that a taser was used.
An 18-year-old Ararat man was released pending summons and a 23-year-old Ararat man was charged with intentionally cause injury, reckless cause injury, unlawful assault, possess cannabis and possess prescription medication.
He has been bailed to appear in Ararat Magistrates' Court on 27 May.
