Emergency crews were called to the scene about 2pm on Monday.
A woman in her 30s was taken to Ballarat Base Hospital, but there is no word on her injuries at this time.
Three children were in one of the cars.
The intersection was briefly closed to traffic as CFA crews cleaned up spilled oil.
Visibility at the intersection is difficult, as there are steep corners on the approach from Elsworth Street West and heading south from Brittain Street.
The intersection is about 400 metres from where a motorcyclist was killed in October 2018 on Elsworth Street.
Police at the scene said it was likely one vehicle failed to give way, but investigations are continuing.
