"More than anything we've seen a massive culture shift within the club," he said.
"We've gone from having five blokes in our senior side in 2018 to now having 30 registered players all 100 per cent committed to this team."
Quigley has high expectations for the season after watching the Highlanders compete in a preseason tournament in Geelong at the end of March.
"We don't know where we're going to stand in season but watching us in Geelong beat fellow championship club Northern and hold our own against two higher division clubs has given me high expectations."
The Highlanders first game of the Victorian Rugby Championship will be against the Melton Warriors at Doug Dean reserve on Saturday, 27 April.
