The Ballarat cyclist secured the red jersey in Le Tour de Langkawi in Malaysia.
This gives the 23-year-old back-to-back KOM titles in his first year riding for Oliver's Real Food, having also ruled on the climbs in the Tour de Tochigi in Japan.
"Stoked to be bringing home a KOM jersey.
"The whole team rode amazingly," Lyons said.
"Took the jersey on the first KOM of day one and with the guys supporting me never looked like losing it."
Lyons earned a significant 26 points on stage one and increased his advantage on the second stage.
He further added to his lead on stage four and then capped it off in the eighth and final stage.
Lyons finished 61st overall in the general classification.
Lyins finished last year riding in the United States before beginning the 2019 road season in the nationals in Ballarat and the Herald Sun Tour.
