Dwyer has been involved with local football for the past 30 years - he has played close to 300 games for the Cats - and joins AFL Goldfields following a position with Australian Sports Tours.
He replaces the long-serving Aaron Nunn in the job, which has been revamped to largely have a commercial focus.
Tegan LaFranchi will also join AFL Goldfields as its new Netball and Female Football Operations Officer.
The previous netball operations position has been expanded to service the rapidly growing female football market.
At the conclusion of her second placement with the Western Bulldogs, the 21-year-old was offered a role as a Membership Services Administrator, which she has been working in since September 2018.
Dwyer and LaFranchi will start their new positions with AFL Goldfields on Thursday, May 2.
