Michael Murphy, 29, was convicted and ordered to pay the repair bill for the victim's dented door panels, costing about $1200.
He was placed on a good behaviour bond for 12 months.
The Ballarat Magistrates' Court was told the victim was driving on the Linton-Carngham Road in Snake Valley about 10.45pm on March 9, 2018, when Murphy drove past and cut in front.
He slowed his vehicle, both cars pulled over, and Murphy got out of his vehicle, walking over with a stubbie and abusing the victim.
He punched the victim through the car's window, walked way from the vehicle, and threw the bottle towards the car.
As the victim tried to drive off, Murphy kicked the car's side doors.
The incident was captured on the victim's dashcam.
Later, Murphy overtook the victim about five kilometres down the road, walking in the middle of the road to again kick the victim's car as it passed.
In a separate incident, Murphy was intercepted by police in Smythesdale driving a car with non-matching number plates while disqualified.
The court was told Murphy had struggled since leaving the military, which is supporting his mental health plan - "a flash of light" could trigger him, according to his lawyer.
Magistrate Letizia Torres said the offending was "unacceptable".
"This man was driving on the road and you essentially terrorised him," she said, but noted he was attempting to improve his mental health situation.
He was also fined $300 for the driving offences.
