Vision was captured about 1.30pm on Thursday of a woman in the traffic lane on Little Bridge Street, while holding a small child.
The footage shows the unknown person spinning and playing with the child before facing an oncoming truck. She is seen stepping backward off the road just before the truck passes close by.
Jordan Sanders, who took a video which circulated online, said a large number of people were looking on but it "didn't seem to bother" the unknown woman.

He said most people at the stop were shocked by the woman's actions and were "thinking it was ridiculous". Mr Sanders' mother called 000, but they did not approach her, fearing for their safety.
"She was basically playing chicken on the road with a child in her arms," Mr Sanders said.
"An older man convinced her to come off the road, but she went back on to the road a (minute) or so later. She then got on a bus."
Cassie Sanders said watching the incident was "really scary as she could have easily tripped and fallen in front of a vehicle", and despite the suggestions of a male onlooker, the unidentified woman went back out into the road "pretty much as soon as his back was turned".
"It was as (though) she was trying to keep the child amused while waiting for the bus," Ms Sanders said.
Ballarat police confirmed they had received reports about the incident today at Little Bridge Street and were investigating, after sending a divisional van to patrol the area.
