Shannon Collins, pleading guilty on Monday, was intercepted by police in Alfredton in August last year.
Police alleged there were two children in the back of the car, one a nine-year-old not wearing a seatbelt, holding a three-year-old - an empty restraint was also in the car.
A license check revealed Collins' license had expired in May 2018, and an oral fluid test showed methamphetamine.
Her defence lawyer said she admitted to using the drug the night before, but had stopped using altogether after being diagnosed with heart failure.
Collins was taking her children to visit their father, who lived a block away, but as he was not there she decided to drive them home, which is when she was stopped by police.
Magistrate Steven Raleigh said he was concerned by the case, and ordered a corrections assessment for Collins before sentencing, however she did not show up after lunch.
She was disqualified from driving for six months.
