City went into half-time trailing the visitors 1-0, but coach James Robinson told The Courier they remained confident in their ability to level the score.
This confidence took a hit when Bulleen found the back of the net only two minutes into the second half.
"It was a lapse on concentration on our part," Robinson said.
With 35 minutes remaining in the contest, Robinson opted for a tactical change on the field, bringing on Jordan Lauton off the bench and switching up their style of play.
The change resulted in immediate results, as City striker Daniel Angeleski was able to create space and score shortly after the substitution.
Angeleski was one of a few players who have returned or come into the club during the competition's transfer period.
Robinson said he was pleased with what he saw from his new recruits.
"Obviously it was a positive bring them back into the team. It's just about getting them back into our methodology and meeting our expectations... it's all about understanding their teammates and the team structures."
Following Angeleski's goal, Jordan Romain found the back of the net to level the scores for City.
It would unfortunatley not be enough to come away with the game with some much-needed points for Ballarat City, as two goals in the final 10 minutes sealed a 4-2 victory for Bulleen.
15-year old Sami Regague was in goals for the loss, however Robinson believes he is developing well despite conceding nine goals over his two starts.
"We're not putting too much expectation on him - we understand that experience comes at a cost and giving our younger boys an opportunity to experience this level of competition is vital."
Robinson said he will take it week by week deciding which of his goalkeepers will start going forward.
