Quigley told The Courier adding a women's program to the club has always been a top priority of the Highlanders rebuild.
"It's about rugby being all inclusive," he said.
"When we made the decision to rebuild the club it was always of critical importance that we not only have a men's program, but also a women's and a junior program."
Quigley appointed Hayleigh Cattell as the ambassador for the women's program and will work closely with her to hopefully fielding a side early in 2020.
"We will be working hard to hopefully have a women's sevens side to compete alongside our men to start next season," Quigley said.
He added the Highlanders have already had a handful of women show their interest in playing rugby and begin training with the senior men's team.
