The BDSA won four out of its five games over the Queen's Birthday long weekend event in Albury.
The team overcame a 1-0 loss to Geelong in its second round match to beat its cross-state rivals in a finals rematch by the same deficit.
The victory came off the boot of Lucy Richardson, whose long-range shot from the halfway mark sailed over the Geelong goalkeeper's head.
Assistant coach Alastair Chester, who coached the team with his son John, said the team was over the moon following the match which he described as "tense" the whole way through.
"She would've been 30 or 40 metres out," he said.
"She was half-way up the ground when she took the shot. The girls went crazy, it was great."
It was the second time in two years the team has won the event after winning the under-12 Victorian Country Championships two years ago.
Chester said the team was built on solid defence and that everyone had played their part.
"They are 16 very special girls who gave absolutely everything," he said.
"We were thrilled, they did everything we asked of them and more."
Chester heaped praise on Matilda Schembri who proved a standout after only conceding one goal in five tournament matches.
The team now has the opportunity to play in a tournament in China, hosted by the Sichuan Football Association later this year.
