The building will be handed over to the company in the next two weeks, for full fitting out and merchandising.
However, with the rapid growth in the area and the expected increase in traffic, there are concerns about road safety in the area, and if infrastructure will be able to keep up.
The Glenelg Highway intersection with Cherry Flat Road and Wiltshire Lane, currently a roundabout, will eventually be changed to a set of traffic lights.
H.Troon's Steve Troon said his construction company had a good relationship with VicRoads, which had been providing good advice.
"My gut feel is before the end of the year we'll see action (on the roundabout)," he said.
"Council and VicRoads are well aware of the projected growth."
He added the Dan Murphy's should be complete by Christmas and PetStock would be among the tenants at a shopping centre south of Bunnings.

"Delacombe's alive, exciting, and strong, the place'll go through the roof," he said.
"We expect with Bunnings and Dan Murphy's here, we'll see a real shift in Ballarat (for retail shopping)."
Regional Roads Victoria's western region director Mal Kersting said in a statement the upgrade was part of a $60.8 million investment.
"To boost traffic flow and safety for the thousands of people every day, we'll be installing traffic lights in place of the existing roundabout at Glenelg Highway and Wiltshire Lane, and at the intersection of Gillies Street and Gregory Street," he said.
"These vital projects, along with the works already underway on Mair and Sturt Streets, will provide the infrastructure our Ballarat community needs as it continues to grow."
The Gregory Street West lights will be linked to the level crossing and Howitt Street lights.
The City of Ballarat's infrastructure and environment director Terry Demeo said Gregory Street's intersection with Ring Road is currently being finalised for tender.
"The City of Ballarat anticipates completion of the intersection and reopening of the road to through traffic by December 2019 at this stage," he said in a statement.
Other intersections across Ballarat will also be upgraded, with the Midland Highway to be expanded between Queen and Docwra streets.
