An inspection of the turf track by stewards on Thursday deemed the surface unsuitable for racing after 30mm of rain in 24 hours and 160mm over the past month.
Echuca was chosen as the most suitable turf venue for the meeting.
Ballarat had a synthetic track meeting on Thursday and will have another on Tuesday - two of four on artificial surfaces in Victoria in eight days.
Stewards and BTC staff first inspected the track on Wednesday.
A second inspection on Thursday led to the transfer.
A Racing Victoria statement said parts of the Ballarat turf track had undergone renovation during the construction of the synthetic track.
As a result, sections shortly after the winning post and at the 1700-metre mark are wetter than other areas of the course.
RV said having reviewed the racing program and the impacts of weather across the state, Echuca was chosen as the most suitable turf venue to host the transferred meeting.
