A man with serious mental health issues was refused bail after allegedly ramming two cars and chasing the passengers.

The Ballarat Magistrates' Court was told Godwin Aquilina, 54, was allegedly seen driving erratically on the Geelong-Bacchus Marsh Road about 2.45am on Sunday morning.
One car driving the opposite direction took evasive action, and ended up in the court in Bacchus Marsh - the suburb where Aquilina lives.
The driver, who had a passenger in their car, performed a U-turn and saw Aquilina's vehicle driving towards them, allegedly ramming the passenger side of the car.
The victim then tried to drive away, turning back onto the Geelong-Bacchus Marsh Road, and was followed by Aquilina.
The driver of the second vehicle had pulled over, and Aquilina then allegedly performed a U-turn, and accelerated before ramming the driver's side of the second vehicle, causing it to spin around.
The two occupants got out through the passenger side door and fled on foot, where they allege Aquilina then drove towards them.
They ran to the nearest house and called for help.
The first driver was on the phone to police when Aquilina parked his car at his house and got out, yelling abuse and alleging the victims had stolen from his property.
When police arrived, Aquilina was yelling at the victims from across the street, and allegedly was holding a bottle with a rag stuffed in the end.
Police opposed bail on Monday.
Aquilina's defence counsel, Tim Tyler, said there were surveillance cameras installed on his property, and there may be evidence on a mobile phone app - the footage was not able to be shown in court.
He said Aquilina had an acquired brain injury, for which he was engaged in services, and had no other serious charges pending.
However, Magistrate Alan Spillane said he was not convinced.
"There's no evidence these alleged victims have had anything to do with the accused in the past," he said.
"It's a pretty savage information-less assault on these unfortunate people who drove past his house."
Aquilina was remanded to appear at the Bacchus Marsh Magistrates' Court next week.
