Mr Poulton, a driving force in hockey and athletics in Ballarat, will start his new role on July 1.
He replaces CEO Melanie Robertson, who has since moved to Ballarat Health Services.
According to a statement, Mr Poulton was selected as part of a "rigorous selection process which attracted a strong field of candidates".
"Michael is a long-term local resident who is well known and highly respected in the community," deputy chair Rod Walton said in a statement.
"He comes with a deep understanding of the challenges and opportunities facing our region and a strong background in leadership development and stakeholder engagement which makes him a great fit for leading Committee's agenda.
"As well as his passion for the region, Michael brings to the role significant experience gained in the education, corporate and sporting sectors as well as a long history of community involvement, having held positions on local Boards and associations."
The announcement follows news the committee's chairman, Nick Beale, is stepping down from his role.
A replacement for the chairman position has not yet been announced.
