Should the plans go ahead, music-lovers will only be able to buy and consume alcohol in a licensed area within festival boundaries.
The dry zone period would run for 36 hours from midnight on November 30 - the day of the festival - until 6am the following morning.
The festival itself runs from 11am in the morning until 11pm at night.
More than 20,000 festival-goers are expected at the event, which sold out within days of the line-up being announced last month.
Ballarat is the first city to host the festival outside of Canberra, where the event was first held in 2016.
Performers at this year's dates will include American R&B artist Khalid, Chvrches and Juice WRLD.
According to council documents, both the festival organisers and Victoria Police view the dry-zone as an important tool for managing antisocial behaviour.
The Victoria Police have recommended the dry zone be put in place.
