BFL co-chairman Wayne Baker said introducing payments was certainly under consideration as part of a review into the competition's senior football inter-league program.
"We believe there should be some form of financial incentive for players or clubs," he said.
Baker said this was just one aspect which was being examined to get a greater commitment from players.
The review has been launched with a focus on ensuring the BFL's best players make themselves available for inter-league games.
A specially formed sub-committee, headed up by Baker and fellow co-chairman Robert Allan, is undertaking the review, which has already led to the search for a high-profile coach with preferrably an AFL or VFL background.
The BFL is looking to make a three-year appointment, based on what has been a successful model adopted by the Hampden league with three-time Brisbane premiership player Jonathan Brown, who has led the HFL to victories for the past three years.
Ballarat had a first-hand look at the impact Brown has had in a 74-point loss to Hampden earlier this year.
Meanwhile, the BFL is without a Vic Country representative for the annual encounter with the VAFA on Saturday.
Sunbury trio Mitch Conn, Lachie Bramble and Jack Landt made the initial training squad, but missed selection.
Only five leagues are represented in the side being coached by St Kilda and Ballarat football legend Danny Frawley.
Goulburn Valley has eight players, Geelong seven, Bendigo three, Ovens and Murray three and Hampden one.
Former Redan player Nathan Horbury, who is in first year as South Bendigo coach, is in the side.
