Magistrate Letizia Torres was assigned to the Grampians region earlier in July after she was appointed a magistrate in 2018.
There are now four magistrates sitting in the region, which covers nine courts, including Ballarat.
Regional co-ordinating magistrate Ron Saines said the assignment of Ms Torres was a big step in dealing with an increasing case load across the state.
"The biggest challenge in the Magistrates' Court of Victoria is the overall number of cases right across Victoria and Ballarat is no different," Mr Saines said.
He said the types of cases resulting in the increase included complex criminal matters and family violence.
Mr Saines said there would be some adjustments to the daily court lists in Ballarat, with the heavy lists to be spread across the sitting magistrates.
Last year, the state government announced the Magistrates Court of Victoria would gain 16 additional magistrates as part of a $129 million boost to ease judicial workloads.
Ms Torres was one of those magistrates appointed after more than two decades' as a barrister, where she appeared in a wide range of criminal matters in the magistrates', county and supreme courts.
She said she was delighted to be working in Ballarat and looked forward to spending more time in the community.
Chief Magistrate Peter Lauritsen said the appointment of an additional magistrate to the region would assist in managing its busy workload.
Meanwhile, construction of a Specialist Family Violence Courts Division at the Ballarat Magistrates' Court is expected to be completed by October.
The new SFVC Division was in response to the Royal Commission into Family Violence and will replace the current Family Violence Court Division, which has been operating in Ballarat since June 2005.
The SFVC Division at the Ballarat Magistrates' Court is expected to be officially opened later this year.
