Aaron Reale is accused of damaging the woman's property and unlawfully assaulting her at her Wendouree home in two separate incidents over the past year.
He applied for bail at the Ballarat Magistrates Court on Friday but magistrate Letizia Torres said he failed to show exceptional circumstances why he should be bailed.
The court was told in August the accused arrived at the victim's Wendouree address after she arranged for him to drop furniture off.
At 11.40pm, Reale allegedly accused the victim of sleeping with his brother. The victim went to her bedroom, closed the door and sat against it.
Police informant Detective Senior Constable Chris Brown said Reale continued arguing through the door before he kicked it open, causing it to scrap along the woman's hands.
He said the victim left the room before the accused grabbed her by the throat and pushed her head into the ground. Seconds later, Reale allegedly smashed the front windows of the victim's house.
In the second incident, Reale was at the woman's Wendouree home when he allegedly grabbed her by the throat and punched holes into the walls.
Detective Senior Constable Brown said he spoke to the victim on Friday morning.
"The victim is extremely concerned if the accused is released on bail. She is concerned for her welfare and safety," he said.
The court was told Reale had and the victim had been in an off-and-on-again relationship for two years and she had invited him to her house on the two occasions.
Reale's defence counsel said his client had a mental health condition which made it difficult for him to cope in custody, he had limited prior convictions and support services available.
But the magistrate said the two incidents were very serious and the evidence against Reale was strong.
She refused bail and remanded him in custody until September.
